Hate to say it but it looks like:

I am almost certain it's deathstroke. If you look at the face, you can see the parts from his mask. I am having the damndest time tracking down a fair haired villainess

Thats definitely not Harley. No makeup? No Mask? I don't think they would pick that representation of her for an achievement.

I would really like it to be Black Canary but she is not a villain...

I mean, the look on the face is quite stoic. It screams Raven. Raven however, is traditionally a good character unless she loses control.

I'm happy with Poison Ivy but if that's Mr Freeze, i'm gonna rage since New 52 Captain Cold is much better.
If so than it seems Mirror Master will be playable after all.

Poison Ivy had a good showing in the New 52 with the Birds of Prey and Swamp Thing series. Killer Frost hasn't been seen in the new 52 I believe..
I can see it being Ivy over Killer Frost

The game has enough batman dudes with 6 and Swampy is my favorite Vertigo guy.

It's time for me to stop having to squint at low-res nonsense to determine a character.
