I don't think Covert Ops is worse than Outlaw.

Don't get me wrong, covert ops is good but it does suffer quite a few holes in it. I forgot which one outlaw is so you'll need to remind me lol.
If your opponent has a stronger neutral game sonya does suffer a lot because she doesn't have anything scary like grenades and drones lol. Also osing armor during certain strings make her lose her tick throw abilities. I just think people upplay this variation a bit too much.

Outlaw is Erron Black's most used variation. The one with the sword and the Sand Toss. I don't think they upplay her when saying she's A/A+, which is pretty much saying she's average, or slightly above average. In my opinion, she's at the same level as Outlaw: each one has some tools the other does not, but overall, both are 50/50 heavy variations with some gaps. As for the neutral, she still has that divekick, and even a decent (not great) projectile: that should help her while she's not up close, where she becomes a nightmare.

I agree with Spec Ops Cassie's placement, though I'd either put her at around the top of A or around the bottom of A+. But this is what a tier-list is supposed to look like. Character tier-lists are like putting Ryu at top-tier because Evil Ryu.

There are some placements which are a lot different than what I'd expect (e.g. Hollywood Cassie being that much better than her other variations, Special Forces Sonya being that much worse etc.), but a lot of those placements are hard to disagree with, and credit to OP for going for a tier list separated by variations tbh.

I particularly like how Mournful is now seen as being pretty much on par with Royal Storm, and that F/T isn't written off as complete garbage.

On a side note, Sorcerer Quan Chi seems to be missing from the list - whereabouts would that variation fall?

This list is just messy. Four tiers aren't enough to separate a certain grade of character from others, in this game. Add in an S+ and C ranking, then put characters in appropriately, then your list may have some merit.

Not bad. I disagree with kitana being so high. Her damage was severely nerfed, and although she can still control space very well, I just feel that a patient player or an anti zoning character like MOS ermac can give her problems. Also shotgun jacqui is far from the bottom in my opinion. She is at the very least A.
