Everywhere I've looked, the frame data is wrong. Blade Kall's block disadvantage is dependent on how many hits your opponent blocks.
1 Hit: -13
2 Hits: -9
3 Hits: -5
Blocking all 3 hits requires you to block high. Since Kall hits low, it's impossible to achieve the fabled -5.
Knowing whether you're going to get one hit or two hits is essentially impossible (unless someone has found a way to force a specific result). Small hurtbox characters often only block one hit, while large characters tend to block both.
This has been know for a while, but I wasn't sure if it was common knowledge.
Edit: Our lord and patcher, Paulo, has stated that Blade Kall will now only hit a blocking opponent once. However, the patch containing this change has not been made public.
