With regards to the beta, creating a US Psn account on a primary UK or other EU PS4 enabled consoles will suffice. That is what I did for mine and this should still work if XL has the region lock removed on release, if WB give the go ahead, as it's normally down to the publisher on whether it's region locked or not, since the console hardware isn't.

You do know Quebec is in Canada right...and not too far from Chicago...There was someone here from Quebec playing Tyler Lansdown (Chicago) and he said the connection was fine. A small bit of choppiness but definitely playable.
I think it's a good idea to bring us all together as a community. Although it just begs the question "Why don't NA players buy the EU version?"
