Am I being an idiot? I can't see where to sign up.

No. Im assuming that now the brackets are full for all of them. Last week I checked and Birmingham, Manchester and London were all capped. Only Glasgow were still accepting entrants. Since they all now say "Not Started" I'm guessing they reached the initial numbers
