It depends. Some people are more reliant on favorable match ups and top tiers to win (think infiltration) and some are character loyalists who can still do good (think corn alucard).

I think in this game it's like 60% character and 40% player maybe - online at the very least. People will leave characters like Ermac and Goro to play Quan and Tanya and they're skill rises because the characters they play are fantastic. I play Shinnok and when he got buffed my footsies and spacing went out the window because d4xxHell Sparks and Hell Sparks mean I don't have to worry about those things as much. Just some thoughts of mine.

70% Player, 15% character, 15% synergy I'd say. My argument as follows: I am OK at this game at best. I'm a Mileena main. Using my main that I know the most matchups with, know the in-depth character nitty gritty with, I am terrible. I don't play well at all.

Then I switch to my secondary, Sonya and suddenly I can play MKX. I'm still far from great at it. I still make terrible decisions, but i'm getting wins in places the character I know the most about (in terms of managing frames, manipulating frames, etc.) couldn't even dream of. Sometimes in LOSING matchups.

I don't think Sonya is carrying me
I don't think Mileena is holding me back

I think Mileena legitimately better fits my play style
but I think that Sonya is legitimately better designed.

So I give a solid 70% Player. An excellent player will excel regardless of character choice, but will still meet some character based limits.

15% Character. A well-designed character is going to naturally do a little better than a character that isn't designed to play the same game. (Sonya vs Mileena in MKX: 50/50 BOYS)

15% Player/Character synergy: An excellent player could use an excellent character that just doesn't click with them and have some terrible results. Case in point: Boneshaper at Evo. Lots of good players were rocking the flavor of the month but just couldn't get the wins despite how dumb BS was, because it didn't click right for them.

You have to be able to some extent click with your character otherwise despite having the tools, it won't matter. Give a rushdown brain a really good zoner and there might not be results. Despite the player knowing how to play the game and the character being good, there's a bit of dissonance that can prevent the win

Dumbest quote I've ever seen. Infiltration is probably the most talented SF player ever. He doesn't just counter pick and use top tiers. Hell he just picked Hugo in grand finals vs snake eyes. Hugo has been considered bottom 3 by Japan forever.
 
At the highest level of play its 70 player 30 character.

Mid level play its probably 85 player ( and not only for good reasons ) 15 player.

At low levels of play its 100 player and again not for good reasons. Lack of matchup knowledge execution and character familiarity
 
Id say barring 7-3 match ups or worse it's 100% player. Once you get into those match ups though it can be the character doing a lot of the work.

I consider him to be the second best in the world as well as my personal favorite player and he is incredibly talented but he CONSTANTLY counter picks. I think that at his level it's more difficult to play a bunch of characters but that doesn't change the fact that he gets quite a few wins off of switching to advantageous match ups.

Some people don't shine until they find a character that meshes with well their playstyle.

As a player I'm very defensive an I tend to panic and become highly irritated when people get in my face, causing me to become reckless and heated. This is probably why D'Vorah wasn't the best fit for me since nothing really stops the opponent from attempting to bully her, and I'm not enough of an aggressive player at heart to do the bullying myself. I recognized why she was good, but it never mattered because it just wasn't for me.

Switching to Subby (even though Dvoh my favorite) allowed me more tools to control space and generally allowed me to play the game at a more comfortable pace. Advancing normals like F4 allowed me to punish and play footsies, mobility tools like slide helped me get out of sticky situations and granted great carry, and zone tools like the clone to slow my opponent down and play mind games was a better fit for me. Since I was more comfortable with my character, it allowed me to focus on other aspects of the game I struggled with.

For this reason, I think its about 70/30 in favor of the player. The character brings out the best in you and if you play a character that doesn't mesh well it will hold you back. At the end of the day though, it's up to you to use the tools effectively enough to win.

He switches a lot, but I honestly don't think it's to counter pick. A lot of the time he doesn't even switch to his most advantageous match ups. I think he just likes to play a lot of characters. I just think it's wrong to say he NEEDS advantageous match ups to win.

Yeah it's to get an advantage. He is a player that is dangerous to others because you don't know what his play-style or character is going to be that day of the week. He has switched to characters like Abel against Momochi at evo or Decapre vs Haitani to get an advantage against him. If you have as many characters as he has under your belt than you are stupid to not counter pick for a good match up.
