just tested it again with triple h and it is escapable,it works only on beginers who don't know the game physics.

its inescapable only in specific scenarios and when its escapable you need duck cancel before jump which i believe few people know how it works...

here's a little tip from the expert (me):

when raiden is getting up, do a fatality really quick and you will catch him in his "electro" - pose.
