Joke's on me, I play with the italian dubs and somehow they kept the announcer in English.... which means the announcer's voice is never the character's. :/

I'm pretty sure you can change it in the menu. I have an European copy and there is an option in the "Gameplay" part of the menu, under the part where you change the subtitles, that changes the e audio Language. I didn't use it, so I'm not sure, but my guess is that should change the announcer. Hope it helps!
