As far as I'm concerned! After looking at this list here re my thoughts!
Shang Tsung - most likely not! He's actually dead!
Baraka - Possible Yes
Reiko - Most likely Yes
Sindel - maybe, one can hope! I think this will depend on much the Sindel fanbase can push!
Fujin - F**K YES! LooL
Havik - Possible Yes!
Rain - same as Sindel
Smoke - Maybe! he's revenant like Sindel.
Cyrax - Very possible! I even fear he'll be broken!
Noob Saibot - Cmon guys! Isn't he dead like Shang or he's the current Subzero? I strongly doubt!

If they dont make Noob and give him a variation where him and his shadow tag team you WWE style it will be the biggest wasted opportunity to make a badass character ever.

Also Havik needs to be in with how creative they could make his move set and his presence in the comics has to mean something.
