From how the Kombat Kast was talking about it, I think it means that it beats low attacks outright. At 17 frames, Scorpion's will probably go low hit immune during the animation to beat them?

Where a move basically hops over a low. So for example if character 1 were to do a low poke and character 2 did their low crush then character 2s move would go over character 1s move and hit them.
