I don't think so, some of them will just make an appearance in the story mode and that's it. the only one that I can't see why he's not playable is Fujin -_-

dude only Erron Black, Kenshi, Liu Kang and Shinnok left to 100% confirm they're in, the dead characters wont come back, Sindel, Stryker, Kabal etc. they're just making an appearance in the story mode
