placing high doesn't determine high tier. according to your logic then catwoman, raven, shazam, lobo, green arrow, and grundy are high tier becuase they have placed high in tournaments which is obviously false.

raven and lobo aren't high tier characters. if that means they're shit tier to you then i don't know what to tell you.
How do you know they aren't high? The game's only a year old and Lobo got the shit buffed out of him. If high tier to you only means top 3 then sure they aren't there but I think you can make a solid argument for raven at least being top 10.
have you seen their match ups charts? have you tried using the characters? i'm not gonna dwell on the "nobody knows how good any character is" argument because that's the laziest thing to do as far as character development goes. high tier is determined by a characters match up chart, their tools, and how effective they are in all areas of the map, plus more things.
Ducky says Raven isn't even Top 10. You can maybe make that argument for Lobo, but Raven isn't top 10.
