Fighting games need more randomness

Yes but the reason why new players dont stick with fighting games isnt because they get dominated by veteran players, its because it takes a long ass time before they feel like they are actually even playing the game, easier access to combos and the game in general, would help players feel like they start playing the game and their opponent instead of fighting against the controls.
This. This is why you have so many people sticking to League, even though that game is pretty difficult to play IMO. There's nothing that an average casual player can't do in reality. There's no execution barrier that you have to fight through before you can kill somebody or wade through jungles, etc.

It's weird because some sports in general have some pretty heavy execution barriers. Like golf, boxing, MMA, etc. You'd think no one would care, but I guess the comparative lack of barriers like that in most games leads to people thinking they shouldn't exist.

The counter breaking system. Chance can be a form of luck. Not saying that's a bad thing.
Haha...the breaker system isn't based on luck. It's based on reads and reaction time.

If you spam break, then yeah, it's based on luck.
