Cyber Reptile Skin Unlock

I want to play as Cyber Reptile...
It'd also be cool if they made a palette swap of Retro Sektor/Cyrax for Smoke.

Note these are just costume suggestions, not character suggestions.

Also, since Cyber Reptile is already in the game it'd be almost no work, so why not?

Am I understanding this wrong? Does Cyber-Reptile have a different moveset/damage scaling then normal Reptile? Or can they both hit 66%..
