After the second defeat of Shinnok, he ascended to the status of Elder God.

The wiki says he does, but I don't think he actually does in the game. It's been a while since I've done story mode, though. In the tower endings, the Elder Gods openly plot against Raiden and cockblock his attempts to dominate other realms, which makes me think he isn't among their number.
