Are DLC used in tournaments?

Hi guys.. I was watching EVO and I noticed that the DLC's weren't being used.. I just wanted to know if they are allowed in offline tourns such as locals and what not... and will they ever be allowed in big events like EVO?

I tried looking for this but I couldn't find anything on it.

No, the DLC's were not out for a long enough time for people to know how to fight against them. Now that EVO is over they will be allowed to be used.

If you can make it to Summer Jam... all DLC to my knowledge is legal.
