This is why NRS have to be careful with buffing High Tech if they choose to do so. Give her a flame fist style gauntlet charge speed increase and she could be broke as hell.
High Tech has some absolutely insane potential, if you ever bring her into training without knowing what she can do, you'd think she could be the most untapped character in the whole game. But then you realize how difficult it is to get a level 2 gauntlet charge AND start implementing this stuff in time for the charge to not run out in a real match.
She's a training mode god, but not so much in reality. Maybe I'm just doing stuff wrong and need to wait for someone to shine with her. Who knows.
I love her and use her as much as I can, but I have to agree. She's got so many things which make her seem like she could be broken, but getting everything to work properly just doesn't happen. I feel that because of her stubby limbs, there are several match ups where if the opponent just plays solidly, it's incredibly difficult to win. I don't find this with shotgun and full auto where at least I have some sort of spacing/footsie tool to use.
I don't want them to buff db2 startup or duration if I'm honest. They are a really good tool and should therefore be difficult to get out. I don't mind if I have to work to get them setup. I don't think she really needs a buff to that.
What I do however think she needs is; a buff to f2 (make it 12 frame startup so she actually has a useable move with OK range), an input chance to 4u4 (say to just u4 so you can actually get the stupid thing to come out) and a faster reflect/absorb (7/8 frames like kotal to stop her from being completely locked down full screen). Decent armour would be nice too (please make ex bf2 16 frames startup and -12 with ex up rocket pushback) but not completely necessary.
I'd even be okay with toning down the +frames on level 1 df2 if she got everything listed above.
