Cage has the more varied cancels, for sure. But he doesn't have to deal with Liu's instant fireballs. So my final choice went to Liu.
Liu is close but longer time to wait for the next cancel, if your talking about being perfect with consistent 5xiafb combos then yeh maybe Liu kang to be fair, but cages cancels are more rapid and a bit tougher imo as I main both.

Ya'll are wrong about Dvorah being a hard character. Only one of her variations is kind of hard.
Liu Kang has one even more difficult variation, and two similarly top level execution variations in flame fist and dualist.

I have no problem with most combos or juggles... but special move run cancels... I still don't know what's wrong with the way I execute them but I can't use them consistently and it's a shame as I wanted to add A-List and Marksmam to my list of mains (chosen because I think they're the best looking variations for each one lol).

So I pick literally every special cancel based variation rather than any whole character.

D'vorah I feel has the most difficult execution. Next I would say anyone with special move (fireball) cancels. Next is the rest of the cast.
 
This actually reminds me of how much I really don't like execution in this game. I mean, freaking everyone and their mum knew there would be stupid issues without a dedicated run button...so why didn't we get one?

"Sweet! I can now do Johnny Cage A-List combos AND have Carpal Tunnel Syndrome! Hooray for MKX inputs!!!!!!!"

Oh cool , I'm looking forward to seeing your perfect fireball run cancel mix ups and consistent 5iafb combos , even off of 113 starter with Liu kang :)
On a pad I would agree with you. But because there is an option to have a hitbox. I personally don't feel that is the case. But this is my opinion. I don't claim it as fact.
