How do they differ? If you guess wrong on overhead or low it's 40% meterless. (MOS)
I'm not contesting that, 43% for the overhead and 41% for the low is mad good but if it's blocked you're dead. Quan can make both his options safe, well plus and with his summoner variation you have 2f fgs to worry about.

If you keep Lao mid screen he's fucked. I fought PL and took it to him midscreen but he fucked me up In the corner. Imo he's top 5 but not #2.

Why would he touch you in the middle of this blockstring if you are aware of the situation and know you can't push buttons? So what if he builds meter and does chip dmg?
So you're telling me that every match DJT has won has come off chip and punishment, and no one's EVER pressed a button during his block strings? Come on now. The hat pressure alone is enough to make him Top 5 without even referencing the EX Spin anti air, reversal, and 30%+ conversions.

FTR, Mileena is pretty viable, but she's too honest compared to the rest of the cast. I don't like throwing out numbers 2 months into the game's drop, but she has some obvious bad MU's, althought non of them feel unwinnable. Which is a great thing. She can definitely hold her own against everyone.
You worded that so fabulously. ;P

I agree. I'm just surprised that given her viability (and overall strength in ALL variations), that she isn't higher up.

The real question is how many times is Tanya in the top 5.
This. TG Raiden may be #3, but there is no way Displacer or MoS is. And how in the heck can you possibly "merge" all three variations of every character and hypothetically measure how their combined tools stack up against all other characters' "merged" variations. I would argue that's close to impossible. Plus, even if it was possible, what's the point? In the game you can only pick one variation so a tier list based on all three combined is not helpful.

Or perhaps this list is based on everyone's strongest variation? We need more details here.

Does people pressing buttons during DJT's pressure make Lao top 5 though? I don't know man....
IMHO (can't stress the Humble part enough), DJT showed what Lao could do if you disrespect his pressure. In the end, though, Lao doesn't rely on coin tosses to win. The defendant has to do something wrong (lack of MU knowledge) for him to be able to convert/anti-air or whatever. That's what puts him out of Top 5.

Just to be devil's advocate...

If the list was built on match-up numbers; couldn't you look at a character's strongest variation, then for any bad match-ups, see if his other variations cover those match-ups any better and adjust the score?

A character like Sub-Zero, for example, has a "core" variation that covers most match-ups. His other two are basically support teams for when Clone isn't useful. If GM loses a certain match-up, but Cryo makes it even (hypothetically), you could call it even overall.

Maybe? Still tedious, but less tedious than 81 separate charts.

I'm sorry DJT but I disagree with most of this list. Kenshi beeing that high? Kotal bottom 5 and below Jason ? F/t being low tier ? Come on man .
 
This list is a hell of a lot closer than most lists. Liu kang could still move up with his recent buff and yeah i agree with people erron black is a lot scarier than some of those characters. Theres a reason i switched to him, and it wasnt sonic fox, it was his bs corner game. Sorry if I'm too honest, i'll never downplay that character like everyone else does. People say he loses to projectiles, ball roll, low profiles projectiles 9% knockdown move in. Even on trade against most it gives you a chance to get in. End all your corner carry combos with stab and then caltrops and block their wakeup. 21122 the wakeup if they have no meter and mix in command throw or ex ball to stay safe and throw something else. 21122 also is a decent anti-air that and 112 so its not a bad approach if they try to jump out of the corner. Also those easily confirm into command throw or stab. 11 pause f13 or 11b3 for a easy to perform tricky mixup. Just a few suggestions to people having trouble playing the character and still thinking hes not top tier. The guy is a beast with every option, he also has set ups and bleed damage moves to make your opponent impatient. git gud.

Only thing I disagree with is Kotal being that low. Also, it'd be nice if variations could be added.

From most of the ones I've seen, I still think Quan is too high.

No corner or wake up answers. Pressure (of any kind) is basically his downfall, especially in Summoner.

Mileena is definitely not as low as she's been getting placed, in my opinion at least. I'd argue the same for Kitana, especially after the patch. She's(Mileena) one of the more balanced when it comes to variations (with the most recent patch). All 3 of her variants are pretty good. Ethereal is also a nice anti-Tanya variant. Saltface did a good job of showcasing her and placing quite well at recent tournaments (before the buff patch), so it's surprising to see her ranked as low as she is.

QC might have wake up and corner issues, but in every other aspect he is super solid. Safe 50/50 mix ups if he uses meter (and he builds meter like crazy), excellent zoning, full screen frame traps, excellent damage, average footsies, very good whiff punish tools etc.

Mileena has to take risks to get her damage going, but i agree with you, that after the patch she is really solid, but that doesnt change the problem she has, which i mentioned you. Other characters do not have that problem and if they do, their reward is much greater than Mileena's in terms of damage or setups, after a successful combo.

Kitana i really dont know tbh with you.

I don't even think there is any value in a straight numbering or in not mentioning variations.

Better would be:
Top tier Variations: Capable of winning the most stacked tourneys/EVO, no hard counters
High tier Variations: Capable of winning regionals, a handful of unfavourable matchups, possibly a hard counter or 2
Mid Tier Variations: Capable of winning locals, numerous soft/hard counters
Low Tier Variations: Completely unviable
i dont really like how you state "capable of winning" because low tier has won huge tournments before. remember the last time we had street fighter 2 at evo, snake eyez won with zangief, who was always considered to be the worst character in the game, and sf2 is a pretty fucked up game. we also had harley in numerous top 8s in injustice. this is my suggestion

Top tier Variations: best characters in the game, no unfavorable matchups, if any
High tier Variations: few unfavorable matchups, maybe one or two hard counters. if not, mostly even with a handful of favorable matchups and few unfavorable matchups
Mid Tier Variations: has several unfavorable matchups. has few favorable if any
Low Tier Variations: mostly unfavorable matchups. has no favorable or even matchups if any

Been mid or low tier in this game don't really mean they are bad chars, just others are better but they are still really good, and have the tools it takes to win at a high level.
