Lets say in MK9 Sub Zero cancels his D4 into Ice clone. Since he did a cancel he doesn't have to sit through the rest of D4s recovery and depending on the cancel advantage it can cover the entire special's startup frames.

At least that is my understanding of it.

Basically the amount if plus frames when you cancel, so if cancel adv is 25 you can do 25 frame special and its inescapable. If you cancel a 23 frame move its +2

Edit- for clarity a 23 frame move cancelled would only be plus 2 on whiff. This is like a kabal dash cancel.
