From what I've seen of him, I don't quite understand how he can be thought of as a low tier character. He has crazy range and a teleport. Why do people consider him low tier?

Because he's slow and can't do much against rushdown characters like C. Viper, Abel, Seth and even Hakan; but then again, when people is bad with/at something, excuses come first. Seriously, for years, I heard nothing but how bad he was in SF2...even if he's one of the top 3 characters in the game (literally, the Kenshi of SF2).

FChamp's Dhalsim is very nice. I'm starting to get an idea of how he should be played.
