Question EN Freeze oddity?

A while ago I was playing Sub-zero and I had noticed something. Don't know if this is known, but I think there may be something off with his scaling on the EN Freeze. I did this corner combo:

2, 1, 4 Freeze, 2, 1, 4, Slide (8 hits, 36%)

Then I accidentally did EN Freeze and the damage changed to 39% with still 8 hits. Problem is it only seems to work with that. I've found nothing helpful with it at all besides the slight damage boost. Is this known? Can someone tell me why it does that?

When all else fails, the sticky threads are usually good for most questions:
FAQ, Matchup, Match Videos, Combos, Frame data...you get the idea. I'm just tired of seeing 100 Sub Zero questions everyday that don't need a dedicated thread. Sorry but hope this helps
