If you're on Pad, I sometimes roll my thumb from Up to Back, like a quarter-circle motion, and then hit forward as soon as possible. Make sure the input from Back to Forward is CLEAN. If you roll it you may get some Down inputs in there that cause it to drop.

Mileena isn't only an online problem. It's an offline problem too. I mean it's like Lao's spin. Just such a dominant move that catches you for pressing buttons. It's annoying fighting a character knowing they have a move that will beat all of yours unless you block.
