I think the similarlities you guys are finding may be pure coincidence.
I have a feeling all characters have a stance switch version of one of their brutalities. Including erron (probably off command grab or something). That gives us 30/37 (29 characters + erron twice). Which means there would still be 7 unique ones. Thats what I'm hoping for anyways.

I mean the phrasing on that sentence makes no sense, but I get the point though.
Do they all follow the same formula, triggers, direction, button?
example reptile bubble is just hold up, some are more buttons. So what I do, is every brutal holding up, while picking every character. It is easier to do one set of commands to all characters than 50 commands to one character. So if people just pick one command and do it with all characters, people will find stuff quickly I believe. Also when I pointed out to Check to do the MK2 friendship and babalities for the toasty boost of MK9 it worked out well. Similarly, the characters are usually paired together IE: Reptile, Scorpion, Sub-zero usually are very similar in their inputs. Now this ain't fool proof just a thought that usually works out
