Who hits the hardest with no meter?

I was labbing Hellfire Scorp yesterday, and holy shit he hits hard. Incredibly hard execution tho. Is there anyone else who hits hard?

Not sure to be honest.
I believe Kotal Kahn (when buffed)
Ermac has a few 40-41% meterless combo's as well (mid screen mind you)
Mileena has a few good ones, though not sure if they hit the 40% range.
Ferra/Torr has some hard hitting combo's meterless (they don't hit the 40's but considering you can do 30%+ with minimal effort makes him(and her) a contender.
Jason of course comes to mind, hitting ~38% meterless.

This is all mid-screen by the way, not corner combo's.

Depending on your spacing, Ferra/Torr can get 41% meterless in the corner.
Thats where he caps out though unbuffed. If you count buffs, then it gets really gross.

corner: used to be hollywood cassie prob at like 45% off bnb's meterless. got toned down to 41ish, so i dunno.

midscreen: kung lao tempest hits 42% now with certain normals into db1 44 run b321 df1 ji3 jd4 ji3 jd4

tempest lao gets 40 without jump in meterless mid screen now, not terribly difficult either.

EDIT: its also off his 11212 string, which is pretty darn quick

Kitana does 42% midscreen and 44% in the corner in royal storm

Cassie does 47% in the corner in Hollywood

Mileena Hits 40% in piercing, I think Ravenous too

Vicious F/T would have to be one of the hardest no-meter-hitters overall. They don't have to use meter (or buffs) for their combo damage, ever, and most bnbs are mid to high 30%s.

Hmm I thought tempest kung lao was one of the only characters who got high damage meterless, but it seems quite a few have good damage meterless.

Quan chi summoner. He can do 50% Meterless with a bat out and 40% with no bat out and summon it mid combo

I consistently land my 38% meterless combo in Piercing, which starts with f344. I try to train my opponent to block low (f44 and low sai), then catch them with the overhead later. Once they start to figure out the blockstring it gets tricky though.
