The reason they don't is simple: Its not newbie friendly.
The reason we do it is because this is a multi console game. for the sake of combos its easier to use a universal notation. But remember that we are the 10% versus the 90% who bought the game and are the core reason this game has sold so well in its first week. They will have a hell of a time acclimating to the notation in the move list and ultimately, I don't think you are ready to handle the wave of people registering on here just to say "WHAT DOES F12 xx BF3 MEAN?!??!??!" plus 1234 is assuming that you see FP,BP,FK,BK as 1234...where someone who has this as their setup (assuming you have a stick or fightpad):
FP FK BLK
BP BK Throw/Interact/Stance
...may see that a little differently.
Despite what you think, its WAY easier for the majority to just list them as buttons in the com
mand list. I mean, it already acclimates commands based on your config, that's already nifty. At the end of the day, you're just going to come here for comboes/strings/setups, so that list is clearly not meant to appease you. Something as little as not being able to understand the command list will turn of a LOT of people from a fighting game, (Hi you arcsys games) and they're a little smarter than that.
Be glad we don't use number pad notation for stick...cause then...well...
and even if they had a toggle feature, whats the point? they could use that time to you know put in proper frame data...
