If you changed gamertags, you should be able to re-download any content already purchased. I've had some weird things happen with changing consoles then gamertags, which required me to re-download licsense information. It's something that you can only do twice a year. Call Xbox Support if you can't figure out what to do--they are actually quite helpful.
