There is no "best" offensive string as each of the strings you've mentioned has a purpose. All 4 of those strings are safe. f+3,2 is good to check someone to see if they are blocking low. It has 15 frames of startup. If the f+3 hits, you can finish the rest and hit confirm a rising karma for a full combo. 1,1,4 is a 10 frame startup string that will knock your opponent down on hit and can lead to a rising karma.

Both f+2,2,b+2 and 2,1,b+2 are both 0 on block and have 12 frame startup. Both can also lead to frame traps as well. Which one you want to use depends on which character you're fighting.
