Who has the Best Normals?

I wonder who in Injustice has the best set of normals in Injustice!

While I was in the ATL Scraps chatroom. Jupiter mentioned how MMH normals are not as good when he isn't traited. So I wondered who does have the best set of normals in Injustice?

I don't know much about Joker's normals, but everyone else on there(not Jade) actually has decent normals.

No. Hawkgirl's only good normal is her d1.
Everything else is either a high with no range or horrifically slow with no range. And she has no starters that are low, and no starters that move her forward.

I guess d2 is good but it doesn't lead to as much as other characters. d3 is good for a d3 but that's not much in this game.

Aquaman overall. 6 frames d1 with great range, 7 frames d2 it's like the best upercut in the game, his b12 is one of the best footsie tools in the game ( also b1 has 9 frames of start up )...there is also his b2 - it's slow but the range is insane. His b3 has amazing range too, it can catch jumping opponents too

Lobo's only good normals are standing 3 and B1, MAYBE his d1. Everything else he has is nothing spectacular/too slow.
